The CARB Clean Truck Check (CTC) app streamlines emissions compliance for fleets operating under California Air and Resources Board (CARB) regulations. This app supports remote emissions testing and automated reporting through Samsara’s platform, helping fleets comply efficiently with minimal downtime.
This program applies to medium and heavy-duty vehicles such as diesel, hybrid, and alternative fuel trucks that have a gross vehicle weight rating (GVWR) over 14,000 pounds. CARB mandates twice-yearly emissions testing beginning in 2025, increasing to four times yearly in 2027.

The CARB CTC App is intended to be used as a reporting method for eligible vehicles. Confer with your own compliance and legal teams to assess your compliance obligations and eligibility to participate in this program.
The CARB CTC app has the following compliance management features:

Centralized Management: Enroll, monitor, and manage all compliance tasks directly within the Samsara platform.

Efficient Enrollment: Use bulk tools to quickly process multiple vehicles, reducing administrative workload.

Automated Data Submission: Vehicle Gateway devices collect emissions data and send it directly to CARB for evaluation, eliminating manual processes.

Flexible Scheduling: Run immediate tests or plan them around operational needs to keep vehicles on the road with minimal disruption.

App Management: To install or modify app settings, users must either be a full admin or have a custom role as an organizational admin that includes permissions to view and edit all Additional Admin Settings located within Settings > Organizational Settings as well as all CARB CTC Manager settings located within API & Integrations.

App Access: To access the CARB Clean Truck Check Manager, users must either be a full admin or have a custom role as an organizational admin that includes permissions to view CARB CTC Manager located within API & Integrations.

Vehicle Eligibility: To use the CARB CTC app, the vehicle must must meet CARB eligibility requirements for enrollment. Additionally, the vehicle must have a Vehicle Gateway (VG34 or newer) installed and connected via a J1939 cable.
Note
The only CARB-approved ports for collecting OBD data for the Clean Truck Check program is through a standardized OEM OBD, and for purposes of demonstrating compliance with Clean Truck Check, CARB-certified remote-OBD devices are not allowed to connect to vehicles using the RP1226 port at this time.

Select the Settings icon (
) at the bottom of your Fleet menu to view dashboard settings.

In the Organization settings, select Apps.

Search for "CARB" and click Install the CARB Clean Truck Check.

Review the Terms of Service and click Allow to initiate registration.
After installation is complete, the app launches automatically.

Go to Not Enrolled and click the Eligible vehicle type.

Choose to enroll one or multiple vehicles:

Select Individual vehicles: Locate the vehicle and click Enroll on the vehicle row and input the required details: VIN, license plate number, state of registration, and registration month (California only).

Enroll Vehicles in Bulk: Format a CSV file and then click Bulk enroll via CSV. Upload the file and click Preview Changes to review the vehicles to enroll. Click Confirm to enroll the vehicles.

To import vehicles in bulk to enroll for CARB CTC Manager, enter your vehicle information in a CSV file.
Here are some important things to keep in mind when you create your file:

The file must be properly formatted CSV file.

The first row of the CSV file is the header row, and you must include it in the file.

The CSV file must contain no more than 500 rows of data (including one row for the header).

Internal identifying information such as the Device Serial and VIN must match the vehicle details in the Vehicle Gateway (VG) Device Settings.

Values are not case sensitive and must be strings of text with no spaces.
