The ELD mandate requires that every ELD-equipped vehicle must have documents describing how a driver can operate the device, including:

8 days (United States) or 14 days (Canada) of blank paper logs in the event of an ELD malfunction

User Manual.
In the United States, the Samsara Driver App User Guide meets the ELD information packet requirements specified in 49 C.F.R. § 395.22(h). FMCSA's ELD guidance (see FMCSA's ELD FAQs) confirms that these materials can be in electronic format, in accordance with the federal register titled “Regulatory Guidance Concerning Electronic Signatures and Documents” (76 FR 411). The digital version available in the app satisfies the requirement for the ELD mandate.

Driver Instruction Sheet describing:

How to operate the ELD in the event of an inspection; and

ELD "malfunction reporting requirements" and "record keeping procedures during ELD malfunctions"

These materials can be accessed anytime from the Samsara website (see links below) or directly from the Samsara Driver App in Settings > Help > ELD In-Cab Materials. The 8 days of blank logs must be provided to the drivers by the carrier.

According to the FMCSA, the manuals can be made available to drivers in the vehicle in electronic form. Downloading a copy of both manuals to devices running the Samsara Driver App will also satisfy this requirement.
