In order to streamline troubleshooting, superusers can log in as either internal or external users. As an internal user, a superuser can view the dashboard through the eyes of any user, therefore enabling quicker and more reliable troubleshooting of customer issues. As an external user, a superuser can log in as users in their organization, therefore enabling them to self-serve support and troubleshoot without having to contact support.
For security, Samsara tracks and limits activities during user impersonation:

The Activity log tracks the acts of logging in and logging out as another user. However, all actions taken during user impersonation display as being performed by that user.

All user impersonation sessions expire after 4 hours.

A user can only log in as a user if they have access to do so over all domains. For example, if a you have access to log in as another user for a single tag, you cannot log in as any users who belong to any other tags. Similarly, you only have access to log in as another users for your.organization; you cannot log in as any users who belong to any other organizations.
In order to perform user impersonation, you must be a Full Admin or a custom role with the permission to Log in as Other Users. See Add a Custom Role for more information on custom roles. Use the following workflow to log in is another user:

Navigate to Settings ( ) > Users & Roles.

Search or locate the user account to impersonate and select more actions (...) > Log in as User. Confirm the activity to impersonate the user.
While in user impersonation mode, the dashboard displays a purple banner with your log-in summary and status.

Toggle between user impersonation modes from the purple banner to customize your experience:

Read Only: you will be blocked from performing write actions

Writes Enabled: any actions you take on behalf of this user cannot be undone

(Optional) Select Share "View current page as" link from the purple banner to copy the current link address to your clipboard to share with another user.

End session from the purple banner to terminate the impersonation.

This article does not address an error that will not allow for me to log in as user for one particular person. I am Full Admin for the Entire Organization. He is Maintenance for the Entire Organization.
There should be no reason I cannot log in as that person.
