Yes, Samsara complies with the ELD mandate, and will continue to be compliant as additional regulations take affect in the coming years.
The ELD mandate has two primary milestones. By December 17th, 2017, all vehicles subject to the mandate must record hours of service electronically. The recording device must comply with a set of regulations known as the Federal Motor Carrier Safety Regulation 49 CFR § 395.15 for automatic on-board recording devices.
On December 17, 2019 additional regulations take affect regarding the recording of data directly from the vehicle's engine, and automatically transmitting data to the Department of Transportation.
Samsara is certified to be compliant with Regulation 49 CFR § 395.15 (the December 2017 requirement.) Importantly, Samsara also includes the hardware and software to record data directly from the vehicle's engine, required for the final 2019 regulation. So customers will continue to be compliant as the second phase of regulations take affect in 2019. The software functionality to automatically transmit logs to the DOT will be added as a free, automatic, over-the-air update well in advance of the requirement.
To summarize, Samsara customers are fully compliant with the regulations prescribed in the ELD mandate, and will continue to be compliant as additional regulations take affect in 2019. A certificate of compliance can be downloaded from this link.
